They're keychains/charms made to look like the water balloon yo-yos that are a popular kids staple at Japanese summer festivals. Nancy does say she doesn't know what they are but they're cute near the beginning of the video. Edit after finishing the video: She says they're rubber which makes me think instead of keychains or charms they're miniature versions of the water balloon yo-yos that can still be played with.
