I usually cut my tulle stright and gather it and if you want to get fullness if you have 10yards of tulle instead of gathering stright 10yards cut into 5yards each gather them separately and step them ontop of each other.also avoid veil net for ball gown as your gown wont be puffy if you use veil net.i hope this helps.

I didn't add the net from waist it was added almost half way from the linning that's what I do on all my tutorials except I want the gown to be very puffy on the waist then I will gather net on the waist and still pleat on the linning

No sis the net is just 6inches long pleated onto of the linning

Its straight 6inches pleated 1inches away from the hem of the linning
