It doesn't matter when you give preemption command. PREEMPT did not work here because you gave group number 1 in that command. But before when you created virtual gateway you didn't enter any group number. So by default it picked group 0. You can see that in virtual MAC address : 0000.0C9F.F.000. Because for group number mismatch preemption is not working.
