Not really. The GTL design (red/beige trams) dates from the late 70's and is indeed based on PCC technology, except the very base of the PCC car, the accelerator. This was replaced with modern thyristor electronics, which make for a more energy-efficient control system. It means that compared to a twin-PCC set, GTL uses 30% less energy while maintaining performance. GTL-I dates from 1981 onwards (cars 3001-3100) while GTL-II, with newer controls, dates from 1992/3 (cars 3101-3147). Some of the early cars have indeed been put on bogies from earlier PCC series, but only slightly older (1200 series, dating from the 1960's) and those have long since been phased out by new-builds (using older components). As of now (2018), most older GTL cars are phased out and scrapped, replaced with modern low-floor trams. Those are not in the video as they run underground at the city center. Cars 4001-4072 are of the Bombardier Regio-Citadis type and used on the lines 2, 3 and 4, as well as on line 19 which is a transversale, not running anywhere near the city at all. Cars 5001-5060 are Siemens Avenio and run on 2, 9, 15, 17 and beginning to appear on 19 as well.

These red trams are old (almost 30 years), the wheel sets are much older the were fist used on old PCC-car, they re at least 50 years old.
