Tip if you ever want to recreate it in a relatively fast way is to merge the shattered world mod into the files of hpm by taking everything from the shattered world mod and putting it into hpm and you will be able to form a world that is very similar in about 10 minutes versus 40 minutes i would guess for this

Reminds me of the post-conquest era of my Prussia campaign in Empire Total War: The year was 1911. Prussia had conquered the known world - except Malta because you can't land troops there unless the port has no ships, and you can't attack ships in the port. I disbanded my armies and jacked the taxes of every region except Brandenburg to see what would happen.
The US rose only in Maryland and Pennsylvania, a couple native tribes popped up, along with Mexico and a couple of the Caribbean islands. No region in India rebelled, Ireland conquered the British Isles, Bavaria conquered eastern Europe, Westphalia conquered western Europe, and Portugal conquered North Africa by 1940.
It was a beautiful mess.
What you need to do is just send in single ships to get "ambushed" and slowly wear down their fleet.
