thanks!!! for anyone using an external display, you won't see the popup options unless you close the lid of the laptop. i spent hours trying to figure out why i was only seeing a blank dark grey screen (and sometimes the apple toolbar) until i closed the lid and then the external display disconnected and then connected again to show all the options
For anyone that this didn't work for try this. Restart hold down option the whole time. It will give you an option to choose a hard drive to boot from. Choose your local drive not the installer.

None of your solutions worked for me. I had to erase the drive and do a clean install. Probably 10 years of files with some dodgy ones. My hard drive was healthy, but this issue drove me nuts for a few days when upgrading to Big Sur. I had my data saved to Dropbox and external HDD.
I have a 2019 MacBook Air, it started telling me that I don’t have permission to open most of my apps. So I restarted it, and when I would log in it would just shut off again.
@@natsu_tchd hi kiddo ! same person here , different account ! i can’t guarantee you that you won’t loose your data ! it’s a 50/50 case . for me , i did loose my data but luckily my desktop was saved on icloud so it was mainly okay ! in the end , my main directory went corrupt and i was forced to make a new user ! for some reason , the folders were still in the user directory but what happened is that um , i wasn’t able to access them without bypassing the whole system , something i wasn’t about to do . i’ve come to a conclusion that most likely my files went corrupted . :,( if i were you , (this is what i did) i would boot it into recovery mode , reinstall macos , make a new profile (if i deletes all your data , i think it would for you bc we probably have same issue which is most likely system permissions went corrupt…) , and use that instead !! read this if your data gets deleted !! (view this from new profile) one thing , if you go into finder > macintosh hd -> users , you will most likely see your old directory but with a restricted access icon , as it should . it might not work at first , like for me it didn’t . i had to recreate a new one as the dock wasn’t working , and as i was restarting my laptop it ended up putting me with my moms one which wasn’t admin , but it was brand new. i doubt that will happen to you because i did that when my old user directory file would not delete from system preferences and got tired after waiting for over 12 hours . oh , and some apps in the application folder might not have an icon and when you try to open some it will say macos had an error or something ! i still have some issues from it , but it is only if it i try to mess with some data . i have not had an issue in over 3 months ! hope you fix it ! :)

I did it and it took a while, I would suggest waiting for it to get info the recovery screen. It should pop up after 10 minutes.
