It also is not "for export" as the refineries in the gulf coast require the heavier oil blends to refine and Texas has exhausted the oil supply they were built to use. Plus, The price differential between Western Canada Select price that USA pays Alberta, and the West Texas Intermediate that USA receives for exports allows more than $100 million dollars a DAY in profit for the US economy... The Keystone pipeline is a political football. It does not transport American fuel to America. It transports CANADIAN fossil fuel to ports on the Gulf Coast.
As I remember the biggest opponents of the Keystone pipeline were the thousands of very wealth MAGA ranchers who owned land along the pipeline route and were in danger of having that land expropriated for the pipeline. Go Figure?

On July 6, 2020, the US Supreme Court indefinitely postponed the Keystone XL pipeline. They agreed with a lower court ruling out of Montana. The court ruled that the Trump Administration pencil whipped the permits required to cross US rivers and streams. This forced TransCanada to go back and properly receive the permits they needed for the 1700 mile pipeline. That would indefinitely postpone the pipeline with no known completion date.
