Since there is no automatic way currently, I'd recommend using SAM template create the layer, export the layer arn to output, then import it in your lambda template and run that to update. I like this approach better than running custom lambdas to go and update the layer references on each lambdas.
How to import the lambda layer inside a lambda function in local (In IDE) and not from AWS console also if both layer and function are in different repos, using nodejs ?
