I say this from the perspective of wanting you to succeed. Nobody cares that you're a woman; or that I'm a veteran. They only care if we can address the need. In 2023, WOSB's won $28B or so in prime contracts (which the SBA took credit for) but only $1B of it was actually set aside for women. The rest they went and took. :) I would suggest that it is not rigged, but somewhat of a gaslighting experience. "Get this cert and start winning lots of money." Just doesn't happen that way. I know it can be frustrating, but success is there for you.
If you have experience, you just add that in on DSBS. It's about telling stories of your experience. The government values your experience anywhere while obviously valuing federal first. But I'm starting NancyCo and will have no experience. Watch as I tell stories to demonstrate my value.
