No, it's definitely not. The way I look at it is that the diagonal line that would normally make it a "Q" is turned horizontal. IDK if I'm right, but that's how I've always looked at it since I first started seeing his throws in the early 90's.
picture a Q, but the line goes all the way through to look like a circle with a line going diagonal through it. then flip it sideways so the middle line goes through to left and right. then make it into a throw up form. the exes on top and bottom are the spaces on top and bottom of the horizontal line within the q.

Many of the writers in new york who fine tuned this craft and developed the style intermingled, and very much co-existed with the originators of what we now know as hip hop (DJS, MCs and B-Boys). Yes it started 10 years earlier, but hip hop culture brought its street inspired dynamic.
