Paul Cockshott's labor time planned economy was the result of study of the "Critique of the Gotha Program" by Karl Marx. A similar concept was also developed by the American socialist Daniel De Leon. However, De Leon envisioned socialist industrial unionism as the revolutionary drive to dismantle the capitalist state. The labor time planned economy would be the non political entity entirely under the control of the members of the union and the public. Socialist industrial unionism is similar to the Industrial Workers of the World except the IWW rejects political action out of fear (?) they would end up being corrupted by capitalist politicians. I understand that. If socialist industrial unionism was done today it would have to be a copy of the IWW except that the goal would be to implement Prof Paul Cockshott's planned economy of cyber labor time credits. It would actually be an economic congress of labor and not a political ministry of labor.
