I think the Mei is just being smart. The team with the tank probably wins like... 80% of the time. No tank, team fight won. Plus, hog can't really get away from blizzard. Most heroes just use a cool down to get out of blizzard. It's a pretty awful ult.

I'm pretty sure the team who gets the first kill (no matter which role) wins the fight 80% of the time, so the chances are likely a lot higher if the first kill is the tank.
