The High Court's order read down Rule 3(III)(B) of the 2017 Rules, which stated that a person is a local candidate if they have studied or lived in Telangana for four or seven years respectively before the exam. The High Court's order did not strike down the rule, but held that it doesn't apply to permanent residents of Telangana. The government requested the Supreme Court to grant it the liberty to frame guidelines to determine when a student is considered a permanent resident of Telangana
