Recently, when we calculate the Azure pricing for Azure AVD. They are only allowing the compute with Azure Hybrid Benefit (Which means the user needs to bring their own OS licenses). Well should be bring the OS cost also into this AVD Pricing. Please do clarify this..

No cost for OS ...its charged as per linux rate
