From what I've gathered- it's more of an older fashion boxing technique. Extending the arm like that changes your stance which forces your opponent attacks to be delayed enough for you to react and counter. For example; if Bucky was punching horizontally, Crossbones punches would need to cross 3 feet. By changing his stance vertically, Bucky gains an extra 2 feet distance which means Crossbones trying to attack the body would need to punch over 5 feet of distance which gives Bucky way more time to see every punch coming plus being vertical gives Crossbones less to hit. Like trying to stab a sheet of paper sideways rather than the face/surface of the paper.
