I couldn't stand how Sen Bato had brutally challenged and cast his doubt on those medical personnel 's account regarding the only specific Drug test conducted per patient's request.. Those people are from St Luke's, a very reputable institution...Bato didn't have to raise his voice nor dsplay such rude body language.... the same goes by his defensive tone and sarcasm towards the PDEA Legal service rep., Atty Del Valle and another resource person, Mr. Erik Tikoy Santiago, who had to be humiliated by Bato by his constant reminder of Mr Tikoy's crimes and other offences.
On the contrary, Bato was never hesitant nor discreet in displaying how he would hastily jump on Morales' defence especially when speechless and cornered by other senators.
Yes, Sen dela Rosa would reprimand Morales but he was always tactful and gentle in addressing related issues with Morales.

RA 10173 or the Data Privacy Act of 2012. This too penalizes release of documents evidencing private content of information. But this is for the unlawful violation of one's privacy. But if deemed classified, that's another matter, as it affects public interest or national security.

Art. 229 - Revelation of Secrets by a Public Officer: Any public officer who shall reveal any secret known to him by reason if his official capacity, or shall wrongfully deliver papers or copy of papers of which he may have charge and which should not be published shall suffer the penalties of prision correccional and perpetual special disqualification
1) laws privacy of communication and correspondence shall be respected (bill of rights)
2) Art. 230 RPC. - Public officer revealing secrets of private individual. Penalty: imprisonment and fine
3) Art. 290 RPC - Seizing letters or papers of another
4) Art. 291 - Revealing secrets with abuse of office
5) Art. 236 RPC - Removal, concealment or destruction of documents
6) Art. 227 - Officer breaking seal
7) Art. 228 - Opening closed document
8) Art. 229 - Revelation of Secrets by an Officer

The Philippine Judiciary has No law penalizing the leakage of highly confidential documents to any individual or organization. documents. The duty and obligation of the Legislative Branch of the Government is to make and legislate laws pertaining to the leakage.
If there's no law punishing it then it's time to make a law punishing it.

The unauthorized processing of personal information shall be penalized by imprisonment ranging from one (1) year to three (3) years and a fine of not less than Five hundred thousand pesos (Php500,000.00) but not more than Two million pesos (Php2,000,000.00) shall be imposed on persons who process personal information without the consent of the data subject, or without being authorized under this Act or any existing law.
