Also in report, 'what did he say?' but also it could be 'what did he tell you?' Say someone makes a speech and afterwards he came up to me and said something to me, someone might ask me 'what did he say to you?' or 'what did he tell you?' 'What did he say?' could just get a reiteration of the speech, especially if I did not want to tell you what he said to me.
