To add some context to the whole "failed marriage" bit:
When Fett and his wife Sintas moved to Concord Dawn as teenagers and he became a Journeyman Protector, he was taken under the wing of a superior officer named Lenovar. Everything was fine for a while and Sintas and Fett had a daughter. But then, after gaining their trust, Lenovar raped Sintas without Fett's knowledge. She kept it a secret from him fearing he would react rashly. However, about a year later, Fett found out anyway. He and Sintas got into a big fight about how she'd kept it a secret and then Fett stormed off and killed Lenovar. For killing his superior officer, Fett was thrown in jail for a while and then exiled. Rather than trying to take his family with him, he chose to just leave them behind rather than try to reconcile with them after everything that had happened.
Fascinatingly, the novels in which these happen also reference "The Last One Standing," an older EU short story that, among other things, recounts Fett's encounter with Leia when she's a prisoner in Jabba's Palace. She gets sent to his room as a "reward" and he reacts with unexpected kindness, giving her a blanket to cover herself and sitting in the corner of his room rather than on the bed to assure her he doesn't intend to assault her. He and Leia talk about morality for a bit and then start to argue about Han Solo and why Fett hates him so much. Fett says he hates him because he smuggles spice and when Leia keeps pressing him about why that's such a horrible crime in his eyes, he eventually gets angry and snaps at her, "If I had been
using spice tonight, Leia Organa, perhaps you would not be safe with me in this room."
When you put these two incidents together, it makes for an interesting implication: Lenovar, the man who raped Sintas, was a spice-user and possibly on spice when he raped her. Fett has sympathy for Leia in "The Last One Standing" because he has/had a loved one who was a rape survivor. And he hates Han because he hates the spice trade and Han is a spice smuggler he's never been able to stamp out.

Mandalorian is considered 1 of two things. Culture, or birth.
The "True Mandalorians" are almost 100% Born Mandalorian, from the first setlers of Mandalore and raised by their blood.
The other sects "Death Watch etc" believe it was a culture and if you were raised with and adhered to their code then you were Mandalorian.
Boba Fett does not fit any of these, he was not raised with Mandalorian Culture (there combat techniques, certainly) but he did not care to much about their cultural ways. The only real rules he followed were his fathers unique bounty hunter ones. His not a blood born Mandalorian, because Jango, his Clone Daddy was a Foundling (which the "True Mandalorians" did cont consider Mandalorian (see the clone wars when the leader of Mandalore says Jango is not Mandalorian, to Obi Wan *although keep his sects views in mind*).
So to answer the question. "Is Boba Fett a Mandolorian". No he is not, he is trained with their techniques and has their armor. But is not a Mandalorian.

If Boba wanted to then he would have setup some type of trap to stun Mando and then stab or shoot him in between his armor plates. If not then he could just get in close and beat him to kingdom kong with his staff before killing him. But Boba respected Din and probably doesn't come across many Mandalorians. He sympathized with Mando when he had his armor as he understood he is also a lone mandalorian trying to make his way in the galaxy. He simply respected Din. Say it was anybody else, you know Boba would just beat or kill the person and take back his armor without a second thought.

So it was like Boba new he would not risk the kids life to kill them, Boba did not get Fennec to Aim at Mando for a reason. He new his armour would protect him and he'd fuck them both up. He didn't kill him because he retrieved his armour. He also seemed interested in Din since he is a Mandalorian. I can think of a few reasons he didn't just off him...
1- He needed to know for certain he still had the armor with him or where it was if he didn't.
2- Boba is a man of business, he may not be loyal to any cause but his own, but that's the thing, he serves his own purpose with honor (so to speak).
3- Killing Din COULD be interpreted as an afront to any of the other surviving Mandalorians of hid creed, which would make Boba their enemy, and thus be quite a problem for him since that would mean they would be after him to kill him to reclaim his/his father's armor.
