If coming during the off season, is there a need for the express tickets?
Not really. I would suggest arriving early and definitely head to Hagrids first! 😁
Last time I was there everything was a 15 minute wait or less. Including Hagrid’s. I would say no, but make sure you are doing your predictions right.

If the Zelda rumor turns out to be true, do you think it will be done around the same time as Epic Universe?
I doubt it. I presume they will complete Epic Universe before they announce/build anything new in Islands of Adventure.
