Okay, so Nappa and Vegeta have some really weird mechanics.
You pretty much pinned everything down perfectly with The Saibamen. As well as how dying as Nappa isn’t a game over. But Nappa also gets evolution energy by dealing damage. Pretty much the opposite of how Frieza passively gets energy from being hit.
In a similar fashion, Vegeta relies on damage for evolution as well. He doesn’t get energy AT ALL. His level 4 is tied to that Power Ball ability with an insane charge time. The cool down is lowered every time Vegeta deals damage. So if you really, REALLY want to go Great Ape, then it might actually be a good idea to hold back and not kill survivors. The more opportunities they get to revive and use Dragon Change, the more you can beat them to a pulp.
Of course, there is a pretty obvious risk to this. Especially if you die as Nappa, as becoming Vegeta like this actually makes Power Ball’s cool down even longer than normal. If all else fails though, you can always use The Dragon Balls.
And when you do turn into a Great Ape, the power is well worth it. You even get a defense boost to attacks from the front, either taking a lot less damage or ignoring attacks entirely. But watch your back, because Great Ape Vegeta’s tail is still very vulnerable. I don’t know if it is possible to cut it off and knock Vegeta back into Level 3, but I doubt either raider or survivor players want to find out.

Vegeta is a menace also I saw on how you could have transformed into great ape but didn’t just a little advice when you transform all time just stops and also if you get the dragon balls you can just wish to become great ape (should probably clarify time stopping means by a cutscene like super buu absorbing people)

I had ideas for Breakers. Hear me out
*Stage 1* - Baby (when he came to Earth and fought Goten), *Stage 2* - Baby Vegeta, *Stage 3* - Super Baby Vegeta 2, *Stage 4* - Great Ape Baby
He has the ability to turn npcs against you with brainwashing. You need to pick up on visual and audio ques. Like if they're cowering or in the feetle position.
*Stage 1* - Guldo, *Stage 2* - Recoome, *Stage 3* - Jeice (assisted by Burtur), *Stage 4* - Captain Ginyu
If you are able to progress to Stage 4 without dying, Captain Ginyu can have his entire squad assist him.
*Stage 1* - Paragus, *Stage 2* - Ikari Broly, *Stage 3* - SSJ Broly, *Stage 4* - LSSJ Broly
Paragus is pretty weak but killing him makes Broly even madder.
*Stage 1* - Zamasu (not immortal), *Stage 2* - Goku Black (idk if he should be Base or Transformed), *Stage 3* - Fused Zamasu, *Stage 4* - Corrupt Zamasu
*Stage 1* - Salza (assisted by the other Armored Squadron Members), *Stage 2* - Cooler, *Stage 3* - 5th Form Cooler, *Stage 4* - Metal Cooler
Then for survivor ideas i thought of: Hercule, Blond Launch, Jaco and Future Mai
I’d like to build on two of your raider concepts.
*I kind of would like Baby to brainwash survivors too. Fully finished off Survivors can still keep playing, but act as Baby’s minions with the sole purpose of either acting as security cameras or sabotaging survivor escape efforts. They lose the ability to perform Dragon Change when brainwashed. And Baby gets no evolution from brainwashing… That said he can get energy from them later like a “lend me your energy” sort of ability.
*Goku Black in base should be level 1 and turn SS Rosé for level 2. Calling Zamasu should be an assist for both. Levels 3 and 4 can be just like you described.

Thanks. Also, I have an idea for one of Ginyu’s abilities. His signature Body Change.
If Ginyu can pull it off, his target will get his body and lose dragon change permanently for the rest of the match. And Ginyu will not only get their body, but infinite access to the player’s Level 3 Dragon Change spirit. This would give Ginyu a nasty Hail Mary pass to try and clutch a win. Or at the very least, instantly shut down someone using Shenron to reach level 4 (which could give players extra incentive to use the other wish to buff everyone instead).
However, to emphasize this ability’s purpose as a last ditch effort maneuver, it’s balanced out by Ginyu’s stolen body health being very squishy in nature. Since the raider would only want to use it when they’re almost dead anyway and they can only perform a successful switch once. They can wait a brief cooldown to try again if they fail. But once they trade bodies with someone, that’s it. All sales are final.
