It appears like I have the same Problem but I don't know how to open the Program in which you opened the port. I also tired stopping the firewall but my connection still got a time out. If it helps I'm able to ping the Ip adress in my cmd by entering ping (Ip Adress) but the connection still times out in PuTTY

it doesn't work cause you're doing it in the command prompt, do it on the server your trying to ssh to.
