Is the hood exit, blow off valve? so are you revving it to the point where it doesnt build enough boost to go through BOV so it exits out regular exhaust?

It's the waste gate, so when it builds enough boost (1 Bar) it shoots out the exhaust gasses that the turbo doesn't need.
