in Germany you HAVE to free the way - by law. But behind that is not just law but also an over a long time ingrained more professional driving culture (you have to learn and practize much more to get a driving license - which is as con also more expensive). one reason why you have not much problems on the Autobahn with 'unlimited' speed has also less to do with that high speed but with how car drivers in general are used to act (for instance always passing on the left side, always using the right side if you passed and so on. no passing from 'all directions'). also part of the driving culture were thousand discussions back then already how to act for instance if two or more langes get shorten to one (zip technics, one by one of each lane instead of 'all try to get in') and a lot of other things - like creating a 'free road' for ambulance, police etc... while in the video the car driver could have easily made the way free, also in Germany the police or ambulance would not have stand behind him but passed him at the right side and also not wait for anything even if crossing the streets. everyone has to stop and to avoid getting in its way - also a matter of being used to that and anticipate a bit (there are often cases that one single car cannot solve this which makes a more intelligent group coordination important. you have also in Germany sometimes sleepy ones, also there are situations where one get stucked without any alternative, but in general it works really good. Now, I think also in the US most ppl try to make the way free and recognize the importance, but the combination of less efficient group reaction and a bit more 'overburdend' individuums and that the police not consequently (also backuped by law?) force their way through - leads to an lets say a less optimal group party mechanics ;)
