The only reason it's debatable whether Goku could beat Gojo is that there's not really any way he can bypass infinity's barrier. I think Luffy's #2 since there are characters with weaker haki than him and no devil thatcan still destroy mountains. The tailed beast bomb is the only thing in Naruto's arsenal that could do that. This is even mentioning his ability to literally see the future and the color of the supreme king
Vegeta destroying the planet with one arms was filler so that doesn't count. Although even without transformations he does have a power multiplier which is Kaioken and thats not even taking into account ultra instinct which is a technique not a saiyan transformation so he theoretically could use that. Master Roshi did something similar to this in ToP in the manga. Goku even as a normal person is still pretty strong and you also got to take into account he is a Martial arts master so his fighting knowledge is high. Naruto with his other abilities like sage mode and his chakra already being abnormal even without kurama makes him a pretty strong opponent. His rasenshuriken is already really op and theres probably more i haven't thought of. Luffy's Haki is really good too and would be able to harm these guys a lot because of it. With future sight and being able to harm opponents from the inside is already a pretty good toolkit. Ngl all of these guys have pretty good abilities even without their main abilities.
