dT should have the proper build for quick, if you want to avoid swapping stuff often it should be fine out of fractals aswell: discretize.eu/builds/necromancer/condi-harbinger/ just navigate to the condi quick tab
Condi is a little rough inside of fractals unless you're doing like, T3 or T4 fractals or challenge modes. But yes, condi DPS boon support Harbinger is phenomenal in most areas of content. It's arguably one of the better Necromancer builds these days (in my opinion) because Reaper is boring (in my opinion). If you wanted something all-purpose with guaranteed results, you could always run Diviner's as a Power DPS Boon Support Harbinger. It's a lot better than it used to be. (Still not as fun as condi harbinger tho)
