Cool. Was uploading a video and just kept stalling and looping on trying to upload, it'd get to about 75% and then start all over again and again forever. Then it wouldn't let you log out of the account, even after force quit, restarting and clearing the cache. Interestingly I was able to upload the same video at the same time on a second try while the first video kept stalling and relooping, loading two status bars and the new one completed. Disconnecting from WiFi did take a minute or two to register that WiFi was no longer connected, but after that it stopped trying and I was able to discard the upload or select to try again later. Was driving me crazy. Thanks.

I think that could be an internet connection problem if the issue keeps occurring even if you do all those tricks.

Are talking about the videos that are already uploaded and posted ?
No those has nothing to do with the saved cache on your device, This will only delete any pending process on the phone which is in this case a stuck upload.
