And ImperialHal is the most successful Apex player of all time, when it comes to tournament wins and that´s just a fact. It´s like if you compared Lewis Hamilton to some new driver who may got the best times of every race but still is not a 7 time world champion.

Playing ranked with Verhaulst as a convenient opportunity is very misleading on how he got recruited. Verhaulst was on the best team in apex at the time. ESA was absolutely dominating and Hal knew Snipe was thinking about leaving so him and Reps went and made the decision to look to replace Snipedown and basically made the decision for him.
i am pretty sure ive seen hal on seer, and it was listed as his signature legend according to liquipedia which we used to verify the legend selection but yes reps is on seer now
