B1 English language skill is to proof that you can understand the main points of clear standard speech on familiar matters regularly encountered in work, school, leisure, etc. It is part of the Common European Framework of Reference for Languages (CEFR). They have specifications on the institutions they use, I suggest you contact the embassy because am not sure of the English but for German is Goethe institute!
Follow the instructions as it is on the Austrian Immigration website or as I have explained in this video or you can contact Austrian Embassy in Nigeria.
The age range according to there specification is what I mentioned. Am not sure aside from the points, if it has implication on the application process. You can also make more inquires from the embassy!
