A great response to the Secretary of State's words, which were clearly chosen to discourage idle speculation.

Russia shot down a US air force EC 135 (constellation) in late 50 or early 60 with the loss of all crew. The White House downplayed the incident. You can read about the incident online.

You need to think very carefully about the words *you* choose and the words chosen by primary sources. For example, a missile released "in the vicinity of" and a missile released "towards" another aircraft might be one and the same thing or they might be two very different things, depending on where the missile travels after release.
We are fortunate that our Defence Secretary, Ben Wallace, is a military man and a good man. He has shown considerable skill in "calibrating" (his word) his responses to external events. It is clear that the government wishes to downplay what happened, since provoking a country which is already at war is not often a smart move.
Talk to people in any Western air force and they will tell you that the incidence of banzai pilots in the Russian air force is worryingly high. If an ill-disciplined Russian pilot shot down an unarmed surveillance plane, it would be very easy for things to get out of hand very quickly.
