Revit won't work like AutoCAD, if bring image forward it will hide all the elements underneath it. So it's better to keep Imports as base and adjust the transparency of elements.

I'm guessing there's some photoshop involved. It could be done in revit as well but it would look slightly different

Could you just use wireframe instead of making things transparent? It is just a simple toggle between and wireframe and hidden line.
