It doesn't really seem like there is a reason why Konoha doesn't use swords imo. Seems like it had been more of an Uchiha affinity to begin with seeing as the filler that showed Sasuke in the Uchiha police force showed Uchiha police naturally carrying swords as a weapon. It even makes sense for them to be efficient with swords since their Sharingan would help out a lot with precision in battle. I like to believe that the Anbu are specially trained in every field to some degree, which explains their usage of swords. And in the pre-founders era they probably used swords to conserve chakra since techniques back then would have been less optimized for chakra conservation. Fights between the Uchiha and Senju often lasted hours, if not a whole day, so utilizing weapons over ninjutsu makes sense, especially considering the Uchiha clan having less chakra than the Senju did in general. Plus, they were more like samurai than ninja in that era, so the sword wielding looked and felt more normal for their styles of battle back then. Even when Madara got his fan he still dual wielded a sword in some scenes. Uchiha just seem to like swords.
