For example, Jensen Huang, founder and CEO of Nvidia, is Chinese. Hock Tan, the boss of Broadcom, is Chinese. Lisa Su, CEO of AMD, is Chinese, as is TSMC. Half of the top semiconductor experts in the US are Chinese (Chinese Americans).

Creating a GPU that rivals nVidia is technically not difficult for Chinese companies to do but convincing even local Chinese customers to abandon nVidia CUDA platform is an impossible mission. Until the US government decided to ban nVidia's sales in China.
The US gov't is literally forcing Chinese customers to buy Chinese made GPUs regardless how costly and painful it is to transition from nVidia's Cuda to the Chinese platforms. But once the transition is done, there will be no way back. It will become equally painful to transition back to nVidia or whatever western platforms there might be.

there is no such thing of US technology in chips, US has zero in it, all chips in US are built in taiwan or south korea, the current sanction is those tooling devices which is built in dutchland, but china is building their own tools , now they already built 4nm machine chip maker, china is only one that can build chips all by their own, those chips in taiwan or SK has to use chip maker from AMSL,

I read yesterday the US controls on AI chips is a sieve and US manufactures are in Washington to halt the restrictions. They will find a way to get the chips to china.

6 months, China did not want to make ballpoints because the profit too tiny in the market, not worth, but somehow at that time it become a politic issue, so China had to put some energy to make it to make a case, eventually succussed after 6 months, but everybody is a loser, the original factory (before China kicked in) lose profit, China's factory also lost profit, not worth at all.
