I think dabi gave his wings in exchange for becoming human and changing his looks so he wouldn’t be found by other angels and when hawks laid dying he was given a choice to stay and risk hawks dying or becoming an Angel again and hawks assured survival. When it says I’ll give my life for you I interpret that as he’ll give up his human life and become an Angel again, since at the end it shows him wrapping his arms around him in his original appearance, except for his hair being black, but with the clothes he wore as a human with no wings. He couldn’t get his wings back but he’s hawks guardian but hawks can no longer see nor feel him. The feather left behind is proof that he’s looking out for him and that he’ll always be there ‘in spirit.’

He picks the first option, and so Hawks is sad, keeps the feather as a reminder.
What I have is angels are pure creatures that's why or because hawks is a priest in this animation and we all know that priest *CANNOT* get married or have s3x . As the feeling are true, they love each other, dabi died and hawks stay single and kept the feather cause he loves and he miss touya.
