I'm not entirely sure where your misunderstanding is coming from but, at the moment, given that bsky is the only one using atproto (in terms of significance) your statement would be true. But, at the same, you can take the same conclusion to mastadon if it was the only thing using ActivityPub. Through the the Second Law of Thermodynamics, it clearly states that At Protocol could have interoperability with applications that did not exist at the time of this writing.
