The marine is the executive branch of the World Goverment, kinda like a mix between police and military, maintaining law and order (and least they´re supposed to do so). When it comes to fighting someone and hunting pirates or other criminals, the goverment usually let the marines take care of it, while goverment agends work more in the background.
Marines are a faction of their own that are forced(whether they want to or not) to serve the World Government. The leader of the marines has done some horrible things.... but the way I see it(not everyone does) is that he's bitter with the position and is only doing the bad things cause he can't oppose the higher ups that the marines serve, while doing his best to micro-manage to have as few innocents caught in the metaphorical fires as he can. ...which is easier said than done.
Yeah, when it comes to devil fruits, it seems the only REAL restriction is the user's imagination, stamina, and focus, along with it having to in some way connect to the fruit's theme. Or at least, that's how it seems like. I mean, for zoan like Dalton and Chopper, it is SAID that they only have three forms, but there's been examples of otherwise. Seems to me zoan only START with three forms, in my opinion, and there's applications via imagination to grant abilities that just don't make sense. ....in other words, Devil Fruits are bullshit and are primarily only limited by the user's imagination. As such, there's no such thing as a bad devil fruit, just bad users.
