Ah, a certified hood house, lived in a lot of em. Protip, usually those places are pretty solid cause the foundation's already settled, you just gotta go to Sherwin Williams and finesse a buttload of free paint stirrers to shim all your furniture level, old houses are always on a slant. As for not havin any lights, that's pretty typical cause those old places were always run with knob-n-tube asbestos wiring and if it's got a loft, there's no attic access, so when the code inspector forces em to re-wire they just do the lazy thing and run baseboard outlets so they don't have to bust out plaster walls. Chances are, the whole "outlets not working" problem is that there's a lot of "switched" outlets that are controlled by the light switches that "do nothing" and are meant for plugging in lamps, so you don't have to fumble across the room to turn a light on. As for the gas, dollars to donuts they probably just had a tenant who left their gas bill unpaid long enough that they disconnected it for nonpayment and physically removed a chunk of pipe so they couldn't just turn it back on themselves with boltcutters and a wrench.
