It would depend on how much we need to improve in the speaking. The only time I actually recommend private lessons is for speaking because that requires individual attention.
I have done it with 20+ words. On PTE’s website, if you sign up for their practice materials, they have model answers with under 20 words. 33 words is an opinion based on how they have done the exam. It is not wrong, but it is not the rule.
I don't believe I have ever seen 5 before. However, in that situation I would take the first sentence in the first paragraph as always then pick two more paragraphs. My goal is to make 3 sentences.
