Yes he always does have clothing issues but it's not always because he wears a skirt and it's not necessarily at all because he wears a skirt. Could be one of the cords on stage or something else or it doesn't even have to be the same thing every single time. When you're onstage there's a lot of things on that stage that could possibly trip a performer up. If a performer happens to naturally be just a little bit on the clumsy side because some people are then that just doubles the chances when that performers on stage. Looks like in this particular instance he was backing up and there were a line of dancers on the ground behind him and he started backing up so maybe he tripped over one of them a little bit. This is why with some musical acts you will see little x's and stuff taped all over the stage because some people understand how difficult moves like this can be and so they put these exes on the ground as the marks where the other dancers or maybe even they themselves are supposed to be. Is a Dancer misses their Mark or if you don't have any marks on the ground then it is very easy to trip up on your dancers and fellow musicians.
