Starting with that, they also knew about brush fires from 150 years ago!!!! And then they built all these roads and highways, and then the "land barons" who owned most of the lands and mountains - carved it all out for themselves as they made BILLIONS over the last century. And they kept building and building and building into the hills and coastlines, using every conceivable bribe and conniving tactics to pay off those in power and in charge - they did this to themselves. They had the time, and the money, if people were DECENT enough to work together to build smarter cities and roadways and reservoirs and flood channels etc - but nah. They're all gangsters and rapists here in Hollywood. Think about this way: SOMEBODY OWNS THE MOUNTAINS. They do. Always have. They still do. If it's not labelled as "state" or "national" park under the auspices of the government, then SOMEBODY RICH AND POWERFUL from the OLD DAYS of LAND BARON FAMILIES AND OIL CONTROLLERS - they OWN THE MOUNTAIN.
