The manga doesn’t specify (I don’t know if the book ever said) but I suspect his previous e rank was his starting point at level one. His power level was at 10 and I assumed a normal civilian would be at 0. And the surveillance team said a normal e rank was 70 minimum. His power didn’t reset to 0 when he became a player, so I’m guessing that was his level one base line

In case you are wondering how strong Jinwoo is in the power scale right now then i can paint the picture for you, right now Jinwoo is in the stronger side of a C-Rank hunter and you have to realice that even within a rank there are power levels, so if you putt 100 awakened of the same rank you will see how different the levels of strenght are for each one. S-Ranks are just straight up anomalies superhumans so strong that can't be controlled even the weakest S-Rank is the equivalent of a nuke, in the manwha they described a battle between two S-Ranks as a natural disaster so yeah bluntly even someone like Gojo from JJK woulnd't be able to beat an S-Rank awakened.
I understand that you wanted him to get a new weapon before fighting the boss but at this point he has no other weapon available on him...even if he does buy from the store, I think he won't be able to afford a good weapon able to help him defeat the boss. By the way, his mana power was originally 12 when he was first awakened and he got a reset to 10 after the double dungeon.
