If you hallow out a spot in the top of the pillar and trim the wick, you can drop in a tea light candle and burn that then replace the tea light as needed.

these are a great idea but you simply would not wish to light them up,, given when the paper gets exposed to heat the chance of that catching fire is great tthus you create a small 'bonfire' candle,, you could attach the pic to a plastic candle by soaking the tissue in wax then very very carefully applying heat to the tissue as you wrap round a plastic candle,, but it would need great care
Yes, you can use a blow dryer. I've seen many tutorials on this technique using the blow dryer. I wish we could've seen this closer. Too far to see the finished product.
Can this technique be used on a wax LED flameless candle? That way the candle can be lit all the time and never have to worry about it burning down into the photo.
Yes you do, but you need to tape the tissue paper on regular paper to give it stability. Try stretching the tissue paper a bit on the cardstock. It is tricky I'm not going to lie. When you are designing your image place it in the middle, so that when you print it gets loaded to the middle of the paper and it won't get stuck on the tissue paper. I hope It made sense.

I think these may be more decorative then for use...maybe a short use but I wouldn't do long term

Nancy Maher yes you can , I did mines on wax LED flameless candle , and it came out so pretty. Especially pretty at night lit up.
What watt heat gun do you use?
You can always use a hair dryer,it will just take a bit longer
