Rules:
To qualify (Q) from heats to the semi-finals the character must place top 3 in their heat or be the next 2 fastest characters out of all the heats. To qualify (Q) from semi-finals to the final the character must place top 2 in their semi-final or be the next 2 fastest out of all the semi-finals. Winner of the final is the champion!

(Plus landing takes extra time and a person with speed faster than light can probably find where the person is. But, yes, flash is faster, because he is so fast he can change the rotation of the earth, but sonic has shown no feats,)
