Monamas quirk can’t copy quirks at there current level he only copies them in their "base" state. Afo base state is basically a quirk less person same with one for all he should have been a normal human

Yes I understand but I’m making them more a stronger than their current selfs in canon to make them more interesting and powerful so that Izuku has a greater growth in his character and makes the story more interesting
