I think it's Billy Kaplan in that car accident we see, and Billy Maximoff's soul that was released as the Hex came down was then reincarnated into Billy K.'s body the moment he died. I also think Death herself had a hand in the reincarnation, with some purpose in mind.

I also have a sneaky suspicion that Tommy Shepherd might be in the other vehicle in the shot or somewhere nearby and that Tommy Maximoff's soul was transferred into his body at the same time that Billy's was. (Though I have a feeling that won't be revealed in Agatha All Along and might be something they explore in Vision Quest instead, maybe with a little end credit scene or a reveal later into the season?) Honestly, I want them to set up Young Avengers before anything else so that they can have the twins reunite in a similar way to how they do in the comics.

Rio most likely found Billy and Tommy's soul as she came to collect Teen's body... saw them and decided to make a deal. Billy can make Teen a vessel in exchange for Tommy's soul to be sacrifice (maybe to mephisto). Remember inhabiting dead body is a crime, Souls of the dammed will go after you the same way they did with Strange because he did not make any sacrifice.

Yeah and in one of the credit scenes of episode 5 it says “near death in Westview” which I think is like a newspaper title, so I think Joe Locke’s character was supposed to die but that happened

Billy Kaplan was calling for Rebecca when they were crashing. Then I think the family was supposedly died in the crash. The reason he's alive now is because the soul of Billy Maximoff came into him.
Billy Kaplan is the legal name of the person who later takes the hero name Wiccan. He grew up with his actual human parents. No doubt because of the car crash, Billy Kaplan had a near-death or actual death experience. When the hex was brought down, Tommy and Billy Maximoff's bodies disintegrated... but their souls were able to remain. We don't know what happened to Tommy (yet), but it seems Billy Maximoff's soul inhabited Billy Kaplan.

Mom was probably distracted by the hex that cause the accident. Billy's soul found teen's body and maybe Rio came to collect the body and saw Billy and made a deal with him. Tommy's soul became a sacrifice and is probably with Mephisto now which is Billy's goal... to get Tommy back.
People forget Wanda as the scarlet witch can warp reality and create things out of nothing (remnants of the big bang energy was found all around her hex). She can create life only problem was that said life was tied to the boundaries of the hex but they were still as real as everything else outside so her children were never fake but actual souls that probably escaped when she destroyed their bodies by removing the hex.
Just a random thought. The line from episode three they use is "to harbingers of doom?" but it's said right after Billy says there is something else he wants other than power, so I wonder if the context of why that line was used in the trailer was not "to harbingers of doom, but instead two harbingers of doom" referring to he and Tommy, because his brother is what he wants from the road.
It’s gonna be what it’s gonna be, but what if Nicholas as a child cast a spell at mom and she absorbed it and then drained him and that’s how he died, next episode will probably be backstory on Billy
Great reaction I think in the next episode of gonna dig into Billy‘s backstory. The Hex probably made him get the spirit of Wanda’s son Billy after the car accident death of the real kid? This show had been my favorite show in the last 15 years so much like Buffy the Vampire Slayer and Charmed and Practical Magic rolled into one.
