From where are you applying? If Bihar is your domicile, then SC quota will hold from there and if you apply from Chhattisgarh, then you will be treated as a general candidate.

Permanent address is where you are living for more than 10 years. That is also your domicile.

Yes, you can use Uttar Pradesh as your domicile. No problem.

Not really. But in most cases, yes. If you are staying there for considerable period of time, then yes.

You create your own Domicile. If you want to show your maternal uncle's house as domicile, it is fine.
