If you plot this over a 50 year period the country has improved overall literacy we must now focus on on getting 80% of the kids to get a bachelors or diploma pass

Yes ,and they go to university and become the university's problem and they take 4-5 years to complete a 3 year degree and after all of that most of them cannot get employment and a lot of those who do tell their bosses what to do.

Remember many people who attended school 90s they don't have matric certificate only form one or standard 6 is y most of us we can not speak or write good English

Our whole system is failing our learners. Passrate must be 50% for all subjects- because if you go to university you have to pass with 50% If you cant get it at schoollevel how can you go to university or college? Further more , I know of teachers from Willow Ridge Highschool who were not paid allthough they are working for the Department. Every year they have to fight to get their salary!!!! Why ? Because weare working with people who pass with 30% DISGRACE of our government departments

It needs to be 50%. Most of the students with the NSC pass don't even qualify for university degrees, if they do, then they struggle even more.
