I think they wanted to give importance, as in case of RCC, one can't afford to steel to reach its ultimate strength or even more than it's yield strength as it's partner concrete fail without giving any intimation, whereas in case of steel structure steel give enough signal, so maximum use of strength may be used. Hello sir, In RCC if fe 415 was given then that implies fy(yield strength)=415. But here If fe 410 is given why fy(yield strength)=250??
u need to know the difference between yield and ultimate stress, so go back to Strength of Materials first then come back
