To inform anyone wondering too, I tested it in the workshop. The passive does not seem to have any restrictions on minimum damage or means of damage. If the source of damage is from a dps the passive is applied. And the lowest damage I could get to in the range was 0.05 which did apply the passive.
whenever I'm playing tracer, I pepper the other team tank from afar to apply the debuff, and it's an insta win for my tank. meanwhile, I'm killing their zen
Reaper sniping on his way back to point has more than .1% impact now

I'm torn with the passive, not a DPS player but getting to focus down targets feels good without it being countered by high healing. But trying to heal Tanks who can't or don't cover is a chore and knowing that I can't be healed effectively getting peppered by all sides makes Tank miserable sometimes unless you balance your cover and mitigation abilities correctly.

Honestly I kind of dig the new passive. For one thing it’s possible to successfully duel Moira even if you do not land 9 consecutive headshots.
If the damage blows and the tank is the actual damage then they can still contribute with the heal debuff even if they only hit every fourth bullet or so, discourages pocket healing, lot of interesting new ideas you have to consider.

I’m putting this here because don’t know where else to, on the zarya buff they skyrocketed the console aim assist - it’s beyond sticky (it changes your movement angle and sticks it at head higher (aim dependant) and makes me wonder if console/PC servers are merging soon? Would love to see what you think if that were to happen

i like the dps passive, but i think (IMO) that it should last less time and or only apply when actively getting damaged with like a 1-2 sec cooldown.
or maybe a threshold system, like its stupid that the passive is applied just because a shot graced your character from a dps.
i think the passive is a step in the right direction, as it makes killing players actually possible cus they cant just outheal it as much as before.
but i dont like that me standing across the map as tracer/reaper and shooting a enemy across the map dealing 1 dmg should apply the passive. But it does.
atleast give us a indicator for when we're affected by it and how long till its gone.
Those modifiers gotta go getting like 7% for a win then down 20% for a loss feels bad

just saw a tank throw a game cause he was claiming his team wasnt healing him in the next game hes on my team he gets 40 elims and we win its pretty often tanks are blaming the support for running out into the open drawing fire from 5 people and expecting to live or blaming the team for them feeding
