For no reason at all today, Ms. Demeanor name popped up in my head. This show and 80s cartoons in general were wild. Looking back this looks like Streets of Rage the cartoon.

In the first few episodes a federal agent got fatally wounded and came back as a cyborg. Kid's shows used to be daring(especially if you remember this was designed by Bart Sears to sell toys). Also, at some point Big Boss's nephew Berzerko got hooked on drugs by accident. Oooh oooh and there was a cyborg with a tommy gun in his chest!
The time when the Crooks and Cops teamed up to get rid of the drug ring. Also shown that for all of Big Boss ruthlessness, he really cared for his nephew. Seen in his expression when he visited Berzerkoo in the hospital.
