The end credit thing we see Garou defeat the rank 9 class A hero Tanktop vegetarian. Despite the name he is a powerful s class hero who is as respected as tanktop master himself. But after we see him in ep3 he retires for good.
Blizzard is powerful but likely wouldnt hit top 10 a class...and if she could defiently not top 5....but power wise she is definitely top 5-10 in the a class...but as we'll learn in s3 the classes and ranks for those who arent S dont dictate power(ex Saitama).
